The National ISSN Center in Ukraine began its work on April 11, 2021. This was possible due to the fruitful cooperation of the International ISSN Center, UNESCO, the Government of Ukraine, the Ministry of Foreign Affairs of Ukraine, the State Committee for Television and Radio Broadcasting of Ukraine, and State Scientific Institution “Ivan Fedorov Book Chamber of Ukraine” (hereinafter referred to as the “Book Chamber of Ukraine”).
The National ISSN Center operates as part of the Book Chamber of Ukraine – an institution in the field of publishing and information activities under the State Committee for Television and Radio Broadcasting of Ukraine. On January 24, 2025, it turned 106 years old.
Complementary to ISSN, the Book Chamber of Ukraine exercises functions of the National ISBN Agency, the National ISMN Agency, and the Methodological Center for the Implementation of UDC in Ukraine.
Furthermore, the Book Chamber of Ukraine is:
• The State Printing Archive – the main repository of all types of publications issued in Ukraine. The State Printing Archive Fund is completed exclusively with mandatory copies of domestic publications, which are received by the Book Chamber in accordance with Law of Ukraine “On Mandatory Copies of Documents”. The Fund has over 15 million items. Over 77% of the Fund are serials;
• a center for state bibliography and centralized cataloging of all types of publications without exception issued in Ukraine;
• a center for collecting and using administrative data that characterize changes and trends in publishing business;
• a developer of national standards on publishing business (as part of Technical Committee TC 144 “Information and Documentation”);
• a publisher.
February 20, 2014 was the date of the beginning of Russia’s armed aggression against Ukraine, and in April of the same year the war in Donbas began. The Ukrainian media landscape has changed. Within the temporarily occupied territories of Ukraine, the publication of Ukrainian serials was suspended.
Since February 24, 2022, after the full-scale invasion of Russia into Ukraine, the Book Chamber of Ukraine and the National ISSN Center, like our entire country, have been operating under martial law – during air raids, massive missile attacks and drone strikes, blackouts...
As of 21 July (2025), 1,528 cultural heritage sites and 2,359 cultural infrastructure facilities have been destroyed or damaged as a result of Russian aggression in Ukraine.
Individual media entities, in particular higher education institutions, scientific institutions and organizations, have been relocated from the temporarily occupied territories of Ukraine and have continued to publish their serials within the territory controlled by Ukraine.
Thanks to the cooperation between the ISSN International Centre and the Ukrainian side, special rules have been developed for identifying serial publications that are published under martial law.
Notwithstanding all the difficulties, new printed and electronic serials are being published in Ukraine, to which the National ISSN Center assigns ISSN. The Center also actively conducts scientific and practical workshops and webinars on ISSN issues.
