The Republic of Uzbekistan joined the international ISSN agency in March 2008. Initially, as a National Center, the National Book Chamber of Uzbekistan assumed its obligations. The National Library of Uzbekistan, named after Alisher Navoi, was approved in accordance with Annex 2 of Resolution No. 98 of the Cabinet of Ministers of the Republic of Uzbekistan, dated April 4, 2012, in the implementation of Resolution No. 1729 of March 20, 2012, on measures to organize the activities of the information resource center of the National Library of Uzbekistan named after Alisher Navoi. This also includes the regulation "On the Information Resource Center" and the decree of the President of the Republic of Uzbekistan, "On measures to improve the infrastructure of public services and expand access to public services for the population," dated July 24, 2021, PF-6269, and paragraph 56 of the Order of the Prime Minister of the Republic of Uzbekistan, dated July 31, 2021, No. 12/1-1951, which provides the international standard number (ISSN) to periodicals.
To ensure the implementation of this decision, an electronic service was introduced at the National Library of Uzbekistan to issue international standard numbers to ISSN periodicals published in the country. The service was launched on May 29, 2013.
The approval of the “Concept of Development of the Higher Education System of the Republic of Uzbekistan until 2030” by the decree of the President of the Republic of Uzbekistan, dated October 8, 2019, brought work on this subject to a completely new level. This concept clearly defines the strategic goals and priorities for the rapid development of the higher education system. In particular, it emphasizes increasing the productivity of research, broad involvement of young people in scientific research, and the creation of an innovation infrastructure for science. It also envisages the gradual introduction of the journals of higher educational institutions into scientific and technical databases such as “Scopus,” “ScienceDirect,” and other international scientific and technical databases.
In early October 2019, Elsevier launched Uzbekistan Research Online, the first digital platform for research journals in the Republic of Uzbekistan. This platform was designed according to the “Scopus” criteria. Articles published in English in the review of leading foreign specialists in 41 journals of higher education institutions included in the digital platform "Uzbekistan Research Online," based on the Digital Commons platform in the branches of science, were equated with scientific articles published in foreign scientific publications. These 41 scientific journals, which entered the “Uzbekistan Research Online” platform in cooperation with the International Agency ISSN (https://portal.issn.org/), were included in the ISSN (Print) portal.
At the same time, bibliographic records of publications (printed and online journals) were combined. In June 2019, 9,640 text files from magazines on the "Uzbekistan Research Online" platform were fully downloaded, and 143 new materials were published, bringing the total number of works on the platform base to 4,757. Additionally, 263 articles were read by 108 educational institutions across the country.
On the digital platform, the ranking of the most downloaded articles and magazines was published in June. According to this ranking, the following articles were the most downloaded:
• "Tourism Development in Uzbekistan: Current Trends and National Priorities" (64 downloads)
• "About Persian Words Used in 'Zubdat ut-tavorikh' by Muhammad Rizo Ogahy" (48 downloads)
• "Comparative Study of Phraseological Units with Naming Features in Nonrelated Languages" (48 downloads)
The most downloaded journals were:
• Scientific Bulletin of Namangan State University (2116 downloads)
• Journal of Islamic Studies of Uzbekistan (884 downloads)
• Scientific Journal of Fergana State University (701 downloads)
As of May 1, 2023, the Republic of Uzbekistan currently provides ISSN numbers for periodicals in accordance with the decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 176, "On Approval of Certain Administrative Regulations for the Provision of Public Services in the Information and Library Sphere." The provision of numbers through the site is available via public services at https://my.gov.uz/ and https://portal.issn.org/, which also includes information about periodicals. The ISSN National Center of Uzbekistan has acquired 1,850 ISSN numbers during its 17 years of existence.
Bibliographic records of periodicals assigned ISSN numbers reached 1,658 during 2024 (https://portal.issn.org/). A total of 118 ISSN numbers were made available to editors in 2024. Of these, 30 are printed periodicals and 88 are online journals (https://portal.issn.org/). The ISSN International Agency provided assistance from Irina Strelnikova, a specialist from the agency, in filling the database.
