ISSN Russia

Member since 2016

ISSN National Centre of Russia, established on 3 December 2015, began operating on 1 January 2016 as part of the Russian Book Chamber, which at that time was a structural subdivision of ITAR-TASS. In October 2022, the Russian Book Chamber became part of the Russian State Library. The distribution of ISSN, ISBN and ISMN numbers in Russia is assigned to the Russian State Library by the Decree of the President of Russia dated 23.11.2022 No. 846 "On the international standard numbering of publications".

The Russian Book Chamber has long been the National ISBN/ISMN Agency, and the opening of an ISSN centre on its premises seemed a logical step, but for various reasons this did not happen until 2015. A decisive contribution to the establishment of the centre was made by Elena Nogina, Director General of the Russian Book Chamber, currently Director of the Russian Book Chamber complex of the Russian State Library, and Irina Ilyina, Deputy Director for Bibliography of the Russian Book Chamber, currently Director of the Department for Work with Legal Deposit.

Elena and Irina met Gaëlle Béquet on the banks of the Bosphorus in Istanbul in 2015 at a conference of heads of national ISBN agencies. Gaëlle had just taken over the leadership of the International Centre and opened its doors to new members. The meeting proved extremely fruitful and led to the creation of the Russian National ISSN Centre.
